Although there had been rifts amongst members on the Galileo system, the European Union's potential rival to GPS, it appears that the funding agreed in March 2002 will allow the start of construction. Given recent events and pronouncements by various European federalists, this programme can be viewed as an attempt to set up a rival to US dominance in this area.
